According to the findings of the 2016 University Quality Study, Tomsk region is second in Russia by quality of university education and third by coverage.
The study has been carried out by the Institute of Education of the Higher School of Economics and was based on three criteria: coverage (calculated at the ratio of student population to the general population aged 17-25), affordability (tuition fees, paying capacity of the population and state support available to students) and geographic accessibility.
Tomsk region was found to have one of the highest levels of coverage in the country at 46.4%, compared to the 33% national average.
Quality of education was rated based on the share of applicants enrolled to universities with the admission score of at least 70. The authors believe that a high share of students with top admission scores signals superior quality of education offered by the university. In this category, Tomsk came second after Saint Petersburg (64.7%) with 56.9%.
In terms of affordability, Tomsk region was ranked 12 – 13th out of 80. Universities of Saint Petersburg were found to offer the most affordable education.
